Called Circus Circus hotel reservations and they confirmed that the RV park is open. Rates vary but start around $35 a night.
Stayed at the Hollywood Joliet RV park in mid October. We travel with our two dogs and the park had plenty of places for them to run without bothering other RVers. No full hook ups, electric and water only. Cost with casino players card was $38 (a little high considering only water and electric). Staff at check in was friendly and welcoming. Buffalo Bills and Whiskey Pete's RV park was in the process of being closed down. Was told RV overnight parking was okay. Parked in the same area as the semis. Stayed two days, January 21-23, 2015. KOA has recently taken over management of RV park. There are two RV parks, one north, one south of Sam's casino. Lots of long termers (assuming from space setup). We stayed on the south side. Bathrooms and showers are clean, two dog runs, common areas are usually clean. Recent stay at Sam's KOA RV park was extremely enjoyable. We stayed at the south side park. The check in staff was friendly and accommodating since we have dogs and have specific spaces we like for them.
